There was a lack of applications for recruitment VFP1, as evidenced by this official document published on the army:

This decrease has led to change the date of closure of VFP1 from June 22 to August 14, 2007, next year will definitely not be better if they made changes to the invitation VFP1, the advice we give is just the ' increase age to 28 years, partly because many boys 79-80-81 failed to start because of an oversupply, now this oversupply is not, and could finally join!
